Quantity Surveyor cum Purchaser

Job Summary

We are looking for a highly skilled and experienced Quantity Surveyor cum Purchasing to join our team. This individual will play a critical role in ensuring that all financial aspects of our design-build projects are managed effectively, from cost estimation to final accounts. As part of our collaborative and fast-paced team, you will work closely with designers, project managers, and construction teams to deliver projects on time, within budget, and to the highest standards. You will report directly to Quantity Surveyor Manager.

Key Responsibilities

A. Main Responsibilities

  • Perform key tasks related to office interior construction projects. Report directly to the Estimation and Purchasing Department Head.
  • Carry out other tasks as assigned by superiors.

B. Tasks to be Performed

I. Estimation

  • Conduct site surveys.
  • Prepare and submit interior cost estimates and quotations until the bidding results are finalized.
  • Search, contact, and select material suppliers and contractors.
  • Execute and control BOQs (Bill of Quantities) to ensure timely delivery as per project schedules.
  • Collaborate with designers and consultants to propose construction methods that align with the client’s budget.
  • Assist the Project Manager in cost control during project execution.
  • Handle client change requests and project settlement documents under the guidance of the Project Manager.
  • Establish and maintain relationships with potential suppliers.
  • Proactively coordinate with relevant departments to ensure project progress and document accuracy.

II. Purchasing

  1. Procurement Planning:
    • Receive purchasing instructions from the department head and clarify requirements such as color, composition, dimensions, and technical specifications.
    • Develop procurement plans to ensure sufficient supply of materials and equipment for production.
    • Identify and contact suppliers for materials and equipment.
    • For recurring purchases, contact existing suppliers but compare prices with other sources to avoid price hikes and identify better suppliers.
  2. Procurement Execution:
    • Negotiate and finalize purchase contracts with suppliers.
    • Monitor delivery schedules and promptly notify relevant departments to avoid delays.
    • Coordinate with the technical team to inspect material quality and address any issues.
  3. Other Tasks:
    • Conduct periodic supplier evaluations.
    • Process payment documents and forward them to the accounting department.
    • Monitor material usage and report any deviations to the department head.
    • Notify relevant departments of delivery progress as per coordination procedures.
    • Propose ideas to improve procurement efficiency.
    • Prepare reports as required and attend departmental meetings.

III. Other tasks as assigned by management.

Qualifications

1. Educational Qualifications/Certifications

  • Bachelor’s degree in Construction Engineering, Estimation Engineering, or related fields.

2. Experience/Knowledge

  • Minimum 2 years of experience in estimating office interior construction projects.
  • Proficiency in technical English.

3. Skills/Abilities

    • Skills:
      • Strong communication and organizational skills to foster good relationships with internal departments, contractors, suppliers, and clients.
      • Ability to work independently and in a team.
      • Proficiency in office software or architectural software is an advantage.
